Nothing in the competitive set advertises a submission gate, because nothing in the competitive set has anywhere to send from. A finished proposal that goes to the wrong recipient, without the solicitation reference, or four minutes late, is not a near miss — it is unrecoverable. So the gate is the last thing between your draft and a contracting officer, and it does not open on its own.

After it goes
Delivery tracking, because “it never arrived” is a real fear.
Sent, delivered, bounced — with timestamps, on the record. If a buying office says they never received it, you have the delivery event rather than a memory of clicking send.
Amendments
An amendment after you submit is a new deadline.
When a solicitation is amended it re-reads the package, tells you what changed against what you already sent, and reopens the gate if the submission needs to go again. Nothing resends by itself.
