What is 8(a) certification?
8(a) certification admits a small business to SBA’s 8(a) Business Development Program, for firms at least 51% owned and controlled by socially and economically disadvantaged US citizens. Participants can compete for 8(a) set-asides and receive sole-source awards for a nine-year term. You apply free through MySBA Certifications.
Who qualifies
A small business under its NAICS size standard, unconditionally owned and controlled at least 51% by one or more socially and economically disadvantaged individuals who are US citizens of good character. Economic disadvantage is measured by personal net worth, income and total assets limits that SBA sets. Two years in business is normally required, with a waiver available in some cases.
Social disadvantage now has to be shown
Since a 2023 federal court decision, SBA no longer presumes social disadvantage based on race. Applicants submit a narrative showing, with specific examples, how they experienced disadvantage that affected their business. Expect this part of the application to take the most work.
